To manage the HoP Strategic Estates Portfolio Management Office to support and enable successful delivery of estates projects and programmes across the Estate.

The Strategic Estates team was established 1 June 2016 following the Director General of the House of Commons’ review and the resulting change programme (‘Stepping up’).

Parliament established the Strategic Estate Portfolio (SEP) following a recognition that the major estate programmes that will impact on the House of Commons and the House of Lords are to varying degrees complementary and interdependent: notably Restoration & Renewal, the R&R decant solution, the House of Commons Northern Estate, the Parliamentary Archives, and the Relocation Contingencies Programme. SEP also includes the existing capital project delivery team and the other estates professional services that support both ‘business as usual’ projects and the strategic portfolio. This includes a ‘light touch’ portfolio management office (PMO) function.

The PMO team works across the portfolio of estates projects in both Houses to provide integrated scheduling, management of interdependencies, resource management, portfolio analysis and reporting, plus other assurance and audit controls to enable successful project delivery. This team will work in close cooperation with the Enterprise PMO within Corporate Services and the various programme PMO teams.

The Person

The successful candidate will have the following skills/experience:
To lead and manage the estates PMO function (based on good practice, e.g. P3O, MoP)
Further develop and implement SE project delivery processes and procedures (‘handbook’), working with project delivery teams, including checking that these are being adhered to via consistently applied appropriate and proportionate assurance.
To assist with strategic planning and scheduling for the Strategic Estates Portfolio, ensuring the parliamentary estate’s programming and planning activities and capital planning are comprehensive, contiguous, accurate and timely.
At least one recognised Project / Programme / Portfolio management qualification or certification (e.g. MoP, P3O, APM, PRINCE2, MSP)
